The company's founder, Dave Gold, has inherited a small liquor store located in Los Angeles city center in the 60s and has opted to run a test, selling bottles of wine at a fixed price of 99 cents. 99 cents. The test was instantly successful, and Dave believed it would be incredibly popular to sell anything in a 99-cent shop.

Gold told The Los Angeles Times during the interview of 2001, "Whenever I'd put wine or cheese on sale for $1.02 or 98 cents, it never sold out," "It had gone in no time when I put a 99 cent sign on anything, it was a magic number.

The 1st 99 Cents Only Store was opened in Los Angeles by Dave and Sherry Game on a "lucky" Friday, 13 August 1982. Dave agreed to offer TV sets for the first 13 families of the store for the celebration of the Grand Opening for just 99 cents. The shop opened with more than 300 people waiting in line. The long line drew the attention of the media and the first day of the store was covered by over 10 TV stores. The success of the first grand opening inspired custom, with the 99-cent promotions for TV and other items continuing for years.
