The company has been founded 73 years ago by John Cotter as Cotter and Company. It originally had 12 stores. Starting out as a cooperative owned by retailers in 1948, the cooperative has been acquired by ACON Invest in 2018. 

The reason why ACON purchased True Value is due to its losses. During a 1999 audit, irregularities of about $100 million were uncovered. Most of the discrepancies occurred during the merger of Cotter and Company and TruServ. After the auditing and recorded losses, a good number of their hardware stores joined ACE HARDWARE.

True Value Company has its manufacturing plant known as General Paint and Manufacturing (GPM) and it also manufactures paint for several other brands. The GPM was founded in 1922, however, it started operating in 1976. It manufactured latex paints, oil-based paints, and aerosols, producing close to 7.3 million gallons. Later on, the company started manufacturing cleaning chemicals.

Having established its footprint in paint, the company ventured into the home and garden niche. Up to this date, True Value operates over 260 home and garden stores in the United States.
